Freighters don't adhere to any international laws?

I heard recently that as freighters spend most of their time travelling around the world in international waters, and only stop in each port to transport cargo, they are not actually submitted to any international laws while they are in the open seas.
Does anybody know if this is true?

Freighters must obey the laws of the flag they carry.

Ahhh I see. Thanks Lunamara. I take it that's why most of the freighters I've found information on have the Liberia flag? Explains alot. :S
